These optional introductory courses are offered free as a part of your conference registration. Please choose only one of them. These courses are open only to those who register for the in-person conference and register for the course in advance. They are offered live in-person at the conference hotel and are not available as a virtual option. The Primer courses are eligible for up to six hours of AICP-CM credit.
All Primers run from 9am to 4:30pm on Tuesday, February 4th.
The NCDA Leadership Institute is a 2 day training taking place on Monday February 3 & Tuesday February 4. It requires a separate registration and registration fee. Click here to register for the NCDA Leadership Institute!
This training covers the fundamentals of CDBG including national objectives and eligible activities, eligible costs and regulations, limitations on expenditures, program administration, financial management, monitoring, crosscutting Federal requirements overview, conflict of interest, and resources.
If you are new to the HOME Program, with less than one year of experience, this Primer will serve as a prerequisite to the intensive, online HOME Basics Course. The Primer will provide a basic but comprehensive overview of the HOME program including regulations, eligible activities, general program requirements and administration.
Primer focuses on subrecipients engaged in delivering public service activities. The management and oversight principles are applicable for all Consolidated Plan programsubrecipient activities. The course follows the CDBG subrecipient management process linearly, starting with establishing priorities in the Consolidated Plan and concluding with HUD’s role in overseeing the grantee’s relationship with its subrecipients.
This course provides an overview of IDIS for CDBG grantees and HOME participating jurisdictions. It briefly covers the Consolidated/Annual Plans, CAPER report, and receipting/drawing funds. It will also touch on how to address problems that arise throughout the year. Most importantly, it helps communities understand how to tie the electronic environment of IDIS to program files, public meetings, and beneficiaries. This course is appropriate for anyone who works with IDIS.
This event cannot be combined with any other pre-conference Primer training.This event requires a separate registration at additional cost. Registration link for the Leadership Institute is in the heading to this section. This will be the third class in the new four course/12 month NCDA Leadership Institute.

GUEST Registration Option
If you intend to bring a guest to the conference (significant other, friend, relative, etc.), select this option.A charge will apply if you would like them to participate in conference supplied evening events. The charge will be determined based on actual per plate costs to attend.If you select the option to bring a guest, you will be contacted at a later date with the fee for the guest to attend, and you may accept or decline the option to bring a guest at that time. Please bear in mind that space at all events is limited, and priority will be given to registered conference attendees.
Cancellations made after January 10, 2025 will be charged 50% of the registration fee. Cancellations must be made by emailing NCDA Staff. No-shows will be charged 100% of the registration fee.
You may substitute another person for a paid registration at any time up to the Friday before the conference without additional charge by emailing NCDA Staff.
Advance Payment Required
Participants are encouraged to pay by Credit Card if possible. A 3% convenience fee applies to all credit card transactions. Cancellations made after January 10, 2025 will be charged 50% of the registration fee. Registrants may not be allowed into the conference if their registration fee has not been paid in full by January 31, 2025. Please contact [email protected] to discuss any payments that cannot be issued prior to conference start.
Hotel Information and booking link for NCDA's Winter Legislative and Policy Meeting will be available in the confirmation email after registering. For planning purposes, the nightly rate is $249 plus 15.95% tax. Attendees will provide a credit card at the time of booking which will guarantee the reservation with a first night's deposit. The first night's deposit is refundable up to 3 days prior to arrival. Cancellations after that timeframe will be subject to the one night room deposit. The room block will be available till January 13 unless we sell out before that date. The hotel will extend the rate 2 days before and after the conference.
Reagan National Airport is minutes away from the conference hotel. The airport is served by a wide variety of airlines, and there are many ground transportation options, including plentiful taxis, ride shares, and shuttles. Find more information here: https://www.flyreagan.com/
Many of the Smithsonian Museums are within walking distance or short taxi ride of the Hotel. You will also be a short walk from the United Stated Capitol and Visitor Center, the Supreme Court, Library of Congress, and the monuments of the National Mall. These include the Jefferson, Lincoln, and Washington Monuments, the WWII and Korean War Memorials, the MLK memorial, and many others. The Wharf development is brand new and nearby with many dining and entertainment options.
